Decision:

The Panel imposed an interim suspension of Mr Nam’s CILEX membership, for a period not exceeding 18 months.  The PCP directed that this decision should be published in accordance with the publication policy.

Details of conduct / charges

On 31 December 2025, Philip Nam, a ​CILEX Advanced Paralegal,​ made a declaration of Prior Conduct in accordance ​with Rule 11(1)(a), Rule 11(1)(g) and Rule 12(2) ER​, namely that on 26 June 2025 at Bradford Magistrates’ Court he had been prosecuted by the SRA for conducting litigation when not authorised to do so. The matter was heard before a meeting of the PCP on 30 April 2026.

Outcome

Having considered all the material and the submissions, the Panel was satisfied that it was necessary for the protection of the public, and otherwise in the public interest and in the interests of maintaining confidence in the profession, to impose an interim suspension of Mr Nam’s membership under ER 19.

The Panel therefore ordered that Mr Nam’s membership be suspended with immediate effect for a period not exceeding 18 months, as an interim order under ER 19. The interim suspension to be reviewed on 6 September 2026 by the same Panel if practicable, or alternatively on 22 October 2026 by a newly constituted Panel.

The Panel directed that this interim suspension order be published in accordance with CILEx Regulation’s Publication Policy.
