The Mazur judgment created significant uncertainty across the legal sector and triggered an unprecedented response from CILEx Regulation (CRL). Today, CRL has published its Mazur Lessons Learned Report, providing a transparent assessment of how the organisation responded, what worked well, and where improvements are needed.
The report highlights the considerable achievements delivered during a period of exceptional demand. More than 1,200 Chartered Legal Executives have successfully secured litigation practice rights through the Portfolio and University of Law routes, representing a ten-fold increase on previous authorisation levels. CRL also demonstrated significant operational agility, rapidly adapting assessment processes and increasing capacity to manage a substantial rise in applications.
While the response delivered important outcomes, the report also identifies key areas for improvement. Many applicants experienced lengthy periods without updates, uncertainty regarding the progress of their applications, and delays in receiving responses. The review also found that, although teams adapted effectively under intense pressure, the organisation’s response relied heavily on manual processes, spreadsheets and workarounds, highlighting the need for more scalable systems and processes in the future.
CRL chair Jonathan Rees commented:
“The Mazur judgment sent a shockwave through the regulatory system, causing huge uncertainty and distress for many individuals. We’re immensely proud that over 1,200 Chartered Legal Executives secured their litigation practice rights within nine months of the original judgment. Nonetheless, the CRL Board were keen to understand how the process was for those applying and what we could do better.
The report identifies clear lessons and areas of improvement for CRL and we’re already acting on the findings. We have begun a programme of digital transformation, recruiting additional staff and have approved a draft budget for 2027 to enable us to invest for the future and ensure we are adequately resourced.”
The publication of the report reflects CRL’s commitment to transparency, continuous improvement and strengthening engagement with stakeholders. Work is already underway to implement the recommendations, including investment in digital transformation and additional resources to improve resilience and service delivery.
