Practising Certificate Fee 2027 consultation launch

CILEX Regulation (CRL) and CILEX are consulting on the proposed 2027 Practising Certificate Fee (PCF), which funds CRL’s work as the independent regulator of Chartered Legal Executives and other legal professionals.

 

Since 2019 we have worked hard to keep fees low, delivering significant real terms saving. However, rising operational costs, inflation and the impact of the 2025 Mazur judgment, mean investment is needed to maintain a modern, responsive and sustainable regulator.

 

Following confirmation that redelegation is no longer being pursued by CILEX or the SRA, the proposed increase will support longer-term investment in CRL’s capabilities including: continued digital transformation, improved customer service, stronger regulatory capabilities and long-term sustainability. In setting CRL’s budget, equally we are very conscious of the difficult economic environment facing many in the profession.

 

CRL is proposing a 9% increase in its share of the annual PCF, from £233 to £254 for 2027. This follows a real terms decrease of 19% since 2019. For context, the SRA have proposed a budget increase of 29%.
