Details of conduct / charges

In accordance with Rule 11(1)(a) of the CILEx Regulation Enforcement Rules, Chafik Kobitti, a CILEX Fellow, declared as prior conduct a criminal conviction he received on 9 September 2025 following his guilty plea at Uxbridge Magistrates Court to an offence under section 117(1) of the Road Traffic Regulation Act 1984. The conviction arose from a single incident involving the misuse of a disabled person’s badge (Blue Badge) on 4th April 2025. The court imposed a fine and ordered the payment of costs and a victim surcharge.

Outcome

The PCP found that there was no evidence to conclude that Mr Kobitti had been intentionally dishonest or sought to benefit personally from his actions. The Panel accepted his remorse and found that he had demonstrated insight into his actions. However, it also found that the type of offence had the potential to damage confidence in legal professionals and warranted a sanction. In accordance with Rule 13(1)(f), the PCP issued Mr Kobitti with a reprimand for his actions.
