CRL Annual Report 2025 publication

CILEx Regulation (CRL) has published its 2025 Annual Report, highlighting a year marked by significant challenge, decisive action and meaningful progress across the legal regulation landscape.

The defining event of the year was the landmark Mazur judgment which created widespread uncertainty for Chartered Legal Executives involved in litigation. In response, CRL rapidly expanded its operational capacity, introduced new guidance and accelerated the approval of litigation practice rights. By mid-2026, nearly 1,200 Chartered Legal Executives had secured authorisation, demonstrating both the profession’s resilience and CRL’s ability to adapt under pressure.

Despite the challenges, 2025 also saw the launch of CRL’s ambitious 2025-2027 Strategy, focused on raising professional standards, improving access to justice, strengthening consumer protection and building a more inclusive and sustainable organisation.
